The project on Establishing a Government Web Portal for The Gambia (Phase I) will soon be implemented in 2009. This will be made possible through the funding support of UNDP through the Rapid Advisory and Capacity Development Facility (RACDF) Project. In order to simplify implementation, at the donor's point of view as well as the implementing agency's point of view, the project will be divided into three (3) phases, namely: Phase I - Publish, Phase II - Interact and Phase III - Transact.

In order to bring comprehensive information and diverse content, Phase I will ensure that all DOSs will have their own functioning website. All DOSs website must have a common "look and feel" feature, including choice of colors, emblem, type of bars, and choice of fonts, among others. Part of the responsibility of the contractor is to develop a template for all DOSs' website. Then the contractor will conduct a comprehensive hands-on training for DOSs designated web administrator and alternate. They will be trained on how to update and maintain their website using web design software such as Macromedia Dreamweaver & Flash, and Adobe Photoshop or using open source alternatives such joomla, xampp, mambo, etc. The main output of the training will be an initial version of DOS functional website which will be published and accessible on the internet. The websites will be uploaded in the .gov.gm domain which is currently co-hosted at GAMTEL's server. All DOSs website will be linked to the government web portal.

The design and development of web portal will adapt the technology on web content management system (CMS). This will be designed to simplify the publication of web contents in the government web portal, in particular allowing content creators to submit content without requiring technical knowledge of HTML or the uploading of files.

After the launching the web portal, advocacy campaign will start. Promotion materials will be prepared by MOICI for its dissemination to various local media, such as radio, TV, newspapers and e-mails. It will also be posted on billboards and other signage. The web portal staff will also register the site to different search engines such as yahoo and google.

The official government web portal for Gambia shall have a website address or URL as: www.thegambia.gov.gm.
